The silver axe is just like the axe, only it is silver and can not break. The silver axe is not found in Animal Crossing: Population Growing.
Animal Crossing: Wild World
In Animal Crossing: Wild World, you get the silver axe by giving Pascal a Scallop.
Animal Crossing: City Folk
In Animal Crossing: City Folk, throw a regular axe into the fountain, and answer Serena's questions. If you are lucky, you may get a silver axe.
