The tune means that it is very late. This is also the hour that villagers start going to bed, so it is a slow, sad song, and it sounds a little bit like a lullaby.
In the GCN versions, the theme for 11 P.M. is more dead-ish. It is just played on a set of xylophones. By the way it sounds, one can tell that everything is officially over for the day, and that the day is dead.
