The tune means that it is very late. This is also the hour that most villagers start to go to bed, so it is a slow, sad sounding song, and also could sound some-what like a lullaby.
In the GCN versions: the theme for 11 P.M. is more dead-ish. It is played just on a set of Xylophones. By the way it sounds, one can tell that everything is officially over for the day, and that the day is dead.
