In the GCN versions , the theme for 11 P.M. is slow and gloomy as it is just played on a set of xylophones. By the way it sounds, one can tell that everything is officially over for the day, and that the day has ended.
In the Wild World and City Folk versions, 11 P.M. is a slow, sad song played at 11 P.M. The tune means that it is very late. This is also the hour that most villagers start to go to bed, so it is a slow, sad sounding song, and also could sound some-what like a lullaby.
In Animal Crossing: New Leaf, the tune is a downbeat, moody tune with mostly only guitars and percussion kits. This is because not many villagers or stores are active at this time.
