The 8. P.M. song starts slowly with piano, the beat is played softly by guitar, an accordion is even softer in the end. From this you can tell that the day is at end - many are going home, the stores are closing, and things cease to a stop.
In the Gamecube version, the song is more wintery and night-like. It, like the DS and Wii versions, indicate that the day is truly over, and night has begun, along with the arrival of a nighttime musician.
In Wild World and City Folk , 8 PM is slow, as all the other songs are. It's basically telling you that the day is over, and night is here for the next couple of hours. There is a guitar & piano in the song.
In New Leaf, 8 PM is a slower and night-like version of the title screen music. There is a lot of piano in the song.
